Toward solutions: complexities internal Libyan political scene
The Libyan People's Revolution suffered from the demise of the former regime, Libya is still stable and is still being denied access to this day to internationally recognized and stable political system, without imposing security decisions on Libya.
Political constraints Libya have been tied to Security Council resolutions, with many Libyans questioning what will trigger a political policy next year.
Those political complications exist because personal ambitions and authoritarian trends have made Libya a divided character.
The results obtained by Libya in the past period by the international community were not entirely satisfactory and encouraging, when the United Nations failed to negotiate with all Libyans related to the Libyan issue for a comprehensive and complete peace between them.
The situation of Libya is indeed a catastrophic one, every day it is going on Libya without rushing to find consensual solutions between the parties to the conflict.
This catastrophic situation will lead Libya to enter into more conflicts between Italy and France over the Libyan issue that is headed by Italy today.
Italy has addressed the Libyan issue after the Palermo Conference in Sicily officially to search for peace in the Mediterranean region, in an attempt to push the United Nations to complete its journey of implementation of the plan in three basic stages.
The State of Libya’s file was pulled out of the hands of France with the consent of the United States of America.
The Political deterioration between the surrounding regional states is reflected in most aspects of life in Libya, especially security and economics.
The basis agreement appeared in France for a roadmap illogical optimism of the political framework by providing elections for the month of December of this year 2018.
After Italy received the Libyan file, the roadmap was overturned to Italy is sure play a role in the idea of elections next year in 2019, and by assuring Italy of its effective role while convincing the world's top leaders to share them again.
However, the Paris agreement can be referred to as a black sign of Paris' inability to make that conference a success, which can be summed up by the regional powers joining Italy in restoring the constitutional parliamentary system of government.
Libya was under the Ottoman, Italian, British and dictatorial regime, which brought it to this level of instability.
In many cases on the ground, intellectual extremism in the Islamic faith formed an identity on the concept of conquering as a party political ideology.
Today, the Libyan regime is not equipped, but the entire Libyan society is not ready to accept a new political system that stems from the origins and customs of Libyan society, a difficulty of reconciling the differences of political ideology in theory and practice.
Although the details were not identified at the Palermo summit in Sicily, the elections in Libya were postponed until next year with new measures to deal.
Libya is dealing with the security crisis in the capital and on how to revive the Libyan economy, which faces difficult challenges in creating the multiplicity of Libyan state resources.

Italy supported a comprehensive approach to the Libyan issue at the table where Rome invested considerable diplomatic energy in inviting a wide range of Libyans, including Marshal Khalifa Hafter, who was recently accused of being an enemy to Rome.
Italy's approach is bottom-up, unlike the French approach, which has brought some statistics to the table of commissioners to be more inclusive, more Libyan groups at the negotiating table will not in itself produce a better outcome, as many Libyan politicians believe.
There is another factor added to the complexities of the internal Libyan political scene, which lies in the harsh reality that those who have power on the ground are not ready for peace yet.
In Libya, political culture has become so different from the exercise of political thinking to exercise sovereign power.
However, there is a strong presence in Libya that seeks to establish the geographical and not the administrative division between the three Libyan regions.
After, the real Libyan unification of the county during the previous Libyan rule, the United Kingdom of Libya, now it requires leadership with wisdom in the administrative level in the Libyan state and a decisive and bold mindset in making decisions without hesitation.
The Libyan situation in the current political scene and agreed upon internationally that the personality of Fayez Sarraj President of the Presidential Council, is a person within a national institution without constitutional legitimacy.
Fayez al-Sarraj proved that he is unable to obtain any support from the inside of the country; his staying in power remains with the armed Libyan operates according to its wishes and ambitions in power.

But the opportunity is there for all conflicting party after the constitutional agreements on the internal tasks of the Libyan National Army led by Marshal Khalifa Hafter in light of the formation of the new Libyan political system.

The alliance between Misurata and the Islamic forces in most of the Libyan capital and elsewhere has become torn apart.
Today Misurata is so divided and frustrated that it can no longer exert its influence, as it did in the past, that there is no authority in the West capable of guaranteeing peace and social security.
On the eastern side of Libya, Marshal Khalifa Hafer is the one force that dominates the east of the country; it creates differences in negotiations, not by the ambitions Haftar in the western region based on the Moroccan Skhirat agreement.
But there is a new phase that has been crystallized by many observers of the world's politicians, the main issue that has been at the root of the conflicts in Libya since 2014 lies in the role that Khalifa has to play to solve the not yet solved, the reunification of the torn Libya.
After the clarity of the narration and the arrival with Marshal Khalifa Hafer to the end of the deadlock, the opportunity to reach a compromise solution between the components of Libya to cooperate in the framework of a plan imposed by the United Nations of the reference to prove positive results on all the Libyan parties.
However, the task awaiting the international community is still enormous. It is very difficult to resolve the conflict in Libya except by mutual consent.
To have them all agree is a miracle of the Libyan issue, by achieving a comprehensive and beneficial peace for the Libyan nation.
