When Libya loses the general sense, that is, the governments of Libya lose the political compass in its geographical environment between Italy and France without taking the right and wise decisions to keep them away from the reactions of conflicting forces.

What is meant here is that Libya has lost not the ethics of joint national action, but the political action in the sense of managing the Libyan state for a civilized project that works to connect the Libyan base with the ruling leadership in Libya.
France, for its part, hosted an UN-sponsored conference in Paris, in which Libyan political parties joined the power that obstructed the process of state stability, but the meeting was a prelude to holding elections supported by the United Nations.
Italy, on the other hand, sees the direct influence of the country as an invitation not to rush into the general elections in Libya without guarantees of reconciliation between the conflicting Libyan political parties to have a good quality in the transition from political instability to political signs of progress.
This is not only a difference in the way of thinking but the strategies of the power struggle between the two powers, French forces and Italian forces, which we regard as the conflict of economic and political interests in the Mediterranean Basin, Libya is of strategic importance to two European countries.

We are fully aware that Libya is not the same as Libya before to allow us to move from today's stage of chaos and struggles.
Italy's struggle with France about Libya is the fourth stage in the world of political stability and social peace, among the countries of the world.
