Vision … out of the Libyan crisis

Libya has not yet begun to think about the proposed plan of action to bring Libya out of political conflicts, but we see full regret at the deterioration of the Libyan issues, from a bad situation to a worse Libya suffocating economic and financial crises.

These issues are due to the failure of the Libyan political parties in conflicts to reach the unity of the Libyan spectra, which will lead Libya to the unity of soil, to see and meet the goals and to stand together with the full national commitment for Greater Libya regardless of the ideological political tendencies that sometimes prevent Achieving overall national goals.

It should be noted that the Libyan issues are based upon the cultural mentality refined in the interpretation and empowerment to the days and times of the past, without giving reference to the use of modern culture in modern critical thinking.

It is the calls to engage in a modern democratic approach in the face of the success and the existence of solutions to the Libyan crisis, the logical solutions that concern them and countries neighboring Libya and the whole world in Libya.

A vision of a modern state that would be in line with international perceptions’ to be mocked with the rest of the world and not out of it.

But many of us have made great efforts to keep Libya away from the danger that is besetting the Libyan state, which many of us have described various descriptions and visions and goals and objectives that they seek to achieve in freedom, prosperity, justice, and equality in Libya.

But the dispute falls between the Libyan political poles on the Libyan arena and in the bodies of the parallel Libyan state political institutions, Spread here and there prevented the harmony of the Libyan people in their human aspirations.

What we see today are different ideas in changing the course of the Libyan People's Revolution, some are calling for a change in the course of affairs with weapons that spread throughout Libya, which has spread in large quantities, and others attributed to a peaceful methods means of resorting to the ballot boxes and to the law and transitional justice.

While others seeking the Royal Constitutional of Libya, the Constitution of 1951 that the Kingdom of Libya adopted by the United Nations as amended in 1963.

Those who demand the adoption of the draft constitutional declaration after the overthrow of the former regime, are now working fast on the referendum by the Libyan people before the upcoming elections of the new Libyan political bodies and the removal of a unified government in the coming year of 2018.

Therefore, the belief that a solution to this thorny Libyan issue cannot be reached, except as an issue of all Libyans as a whole not part, including the Libyan multi-sects, but not on the ground of exclusion from the right side or from the left or even from members of the former regime.

Saving the remainder of the Libyan wealth and the return Libya to its people in full should be done without the exclusion of any citizen.

The Plan of Action for Libya is a plan that could help stabilize the strategic framework of Libya and end the geopolitical framework in the region and the countries surrounding the Libyan state that support us with the United Nations participation of the Libyan political agreement as a framework for a political solution in Libya.

The Libyan military action will end with the end of terrorism in Libya, the military actions will have no role except in protecting the country, the Libyan people and the Libyan state.

In these difficult circumstances, Libya does not want the United Nations to abandon it, it needs United Nations to enter into negotiations with conflicting poles in Libya, which it has sponsored to lead to a comprehensive and just peace between the conflicting sects on the bilateral interest of Libya and the Libyan authority.

The agreements to dismantle the clashes between the Libyan armed militias and return them to the Libyan army to protect Libya from the hidden hands that lay in wait for destabilize Libya security and stability, in addition to the international cover to support Libya arms after the lifting of the United Nations arms embargo on it and frozen Libyan funds.

This is the geopolitical model that is now going through the Libyan chaos, in which Libya has become so they can control the region internal sovereignty, to leave Libya, Yemen, Syria, and Iraq a destination for armed movement.

Libya has large areas to control that requires a stable security state in the security services, the police and the unified army under the authority of implementation of an approved permanent constitution of the Libyan state.

Religious and intellectual extremism does not know the existence of a stable state or a unified people but is always fueled by instability, the principle of the anti-Libyan political system, which is the situation in Libya today.

The emergence of the idea of this vision was from the Libyan crisis, to give the Libyan people the concept of unity among all Libyans.

Most countries have adopted the concept of national unity after their bitter civil wars that led them to become one of the most powerful and progressive countries in the world.

The world's traditional diplomatic countries exercise this approach to resort to global guarantees that provide the right cover for a stable political system.

At the same time, Libya must reorganize its political system that will become the right vessel to accept different opinions and avoid the polished culture of mind until Libya emerges from the bottleneck of crisis.

Therefore, Libya is facing the dangers of the blockade on its funds by the Western world and its economic and trade activities in the field of oil and gas, which constitutes the largest revenue of the Libyan state., these conflicting trends have been further complicated by the withdrawal of oil and non-oil companies in dealing with the collapsed Libyan political and security state.

Libya remains a source of concern not only for the surrounding Arab region, but the collapse of the former regime has left a very large vacuum in the security of the region to transform Libya as a whole into a source of terrorist operations that reach areas of political and economic tension worldwide.

Libya's intervention in comprehensive national reconciliation and preservation of its traditional social fabric, in which we find an end to an endless chaos, is a geopolitical challenge, not an ideological challenge, and we must deal with it at this level.
